Papa Bear was certainly flanderized in this book. In Trouble at School, at least he didn't shout and punish him in that book, but in Report Card Trouble, he treats Brother like absolute garbage.
However at the end of the book, he redeems himself after he ungrounds Brother.
In Report Card Trouble, Papa Bear is a villain because he ruined Brother's life.
